No, you cannot tile over the paint. You need to first prep the surface by scraping the paint off from it. If the surface has PVA paint, then a minimum of 80% of the paint needs to be removed. And if there is enamel paint, then the whole of the paint needs to be scraped off. Now, you must clean the area, prime the surface and then tile over it using an appropriate adhesive.

Can epoxy resin heal cracks in ceramic tiles?

If you find a small hairline crack in the tile, then you can use epoxy resin to fill the crack. The hairline cracks are pretty small, which means that you need to use a sharp tool to push all the resin into the crack. After using epoxy resin, you can let it harden. Once dry, it will prevent the tile from further damage. Care should be taken to fill out all the gaps.
